DHS shutdown: Congressional dysfunction imperils pay for TSA, Secret Service

the department of homeland security has been shut down for over 70 days, and tsa and secret service agents could miss paychecks again. emergency funding signed by trump in april may dry up by may 1. at the start of the shutdown, tsa agents missing pay caused massive airport delays. the senate passed a dhs funding bill twice, most recently in late march, but the house blocked it. schumer says speaker johnson just needs to put it on the floor. johnson says the senate bill needs changes first. republicans are also fighting among themselves over a surveillance program and the farm bill, stalling everything. the house rules committee failed to advance a plan that would have bundled fisa reauthorization, a budget resolution for ice and border patrol, and the farm bill. the right flank wants a warrant requirement for fisa and opposes pesticide liability protections in the farm bill. with a narrow majority, republican leaders can't afford many defections.
