estonia's spy chief is telling european countries to prosecute russian-sponsored saboteurs more aggressively. the message: do more to deter moscow's shadowy campaign. russia has been recruiting marginalised people to carry out attacks, according to the estonian intelligence chief. the call comes as europe sees a rise in suspected russian-linked arson, vandalism, and other low-level sabotage. estonia's position is that treating these acts as ordinary crime isn't enough — prosecution needs to explicitly name the russian state sponsorship behind them.
